Governo vai investir R$ 11,5 milhões para manter operações de Lixão

Uma licitação lançada na semana passada pelo Serviço de Limpeza Urbana (SLU), para contratação de caminhões, tratores e outros equipamentos destinados à operação do aterro sanitário do Jóquei, revela parte das dificuldades que o Governo do Distrito Federal tem enfrentado para cumprir compromisso de desativar o chamado Lixão da Estrutural. O SLU vai alugar os veículos pelo período de 12 meses por R$ 11,5 milhões, e funcionários do próprio órgão vão assumir a parte técnica dos trabalhos, como medição e atividades de engenharia, até que o Executivo consiga concluir a contratação de empresa responsável pela operação de todo o serviço.

Trata-se de um improviso, uma medida adotada em caráter precário, para evitar um novo contrato emergencial, segundo explica o próprio diretor-geral do SLU, João Monteiro. Em meados de dezembro, vence o contrato com a empresa Quebec, responsável pela operação do Lixão da Estrutural, escolhida sem licitação. Em junho, o SLU concluiu o edital para terceirização dos serviços do aterro do Jóquei, mas a licitação foi suspensa por força de decisões do Tribunal de Contas do Distrito Federal (TCDF) e do Tribunal de Justiça do DF (TJDFT) que apontaram vícios na concorrência. “Houve uma discussão jurídica sobre a formação de consórcios para disputar a licitação. Nossos técnicos entendem que há um risco na associação de empresas que possivelmente não teriam condições de executar os serviços, mas o TCDF e a Justiça contestam”, explica João Monteiro. “Enquanto o edital está suspenso, vamos fazer uma outra licitação”, justifica.

Essas medidas, no entanto, são um paliativo até a solução final para uma destinação ecologicamente correta das nove mil toneladas de resíduos produzidos diariamente no Distrito Federal. A operação do Lixão da Estrutural precisa continuar até que o novo aterro, em Samambaia, local adequado do ponto de vista amibental, comece a funcionar. O problema é que ainda não há uma previsão para que isso ocorra. Um grupo de trabalho com representantes de todas as áreas envolvidas, como SLU, Secretaria de Obras e de Meio Ambiente, coordenado pela Secretaria de Governo, tem se ocupado dos estudos técnicos destinados à implantação do novo empreendimento.

A demora decorre em parte do longo debate político sobre o modelo a ser adotado. O governador Agnelo Queiroz (PT) decidiu rever o projeto herdado pela administração anterior, elaborado na gestão de José Roberto Arruda, segundo o qual o serviço seria entregue à iniciativa privada por meio de uma concessão. Uma empresa ou grupo privado construiria o novo aterro e poderia explorar os serviços e os resíduos por período determinado, entre 13 e 30 anos, com possibilidade de prorrogação do contrato.

Agora uma empresa será escolhida em licitação para construção do aterro. O edital ainda está em fase de elaboração. Após a conclusão da obra, o governo deverá lançar um novo edital para escolher empresa responsável pela operação e manutenção da área. Na discussão interna, venceu o modelo defendido pelo secretário de Meio Ambiente, Eduardo Brandão, e pelo vice-governador Tadeu Filippelli. “O ideal é que o Lixão da Estrutural nunca tivesse entrado em operação. Mas agora temos de resolver esse problema da melhor forma possível e vamos conseguir”, sustenta Brandão.

Controle
Um dos argumentos que prevaleceu na escolha do modelo de terceirização dos serviços de operação do aterro sanitário é uma suposta desvantagem para o interesse público. Ao obter a concessão, a iniciativa poderia escolher a tecnologia a ser adotada e ainda explorar os resíduos, um negócio milionário. A avalição é de que, dessa forma, o governo não tem o controle da operação.
