Matéria do jornal Correio Braziliense, publicada no dia 14 de fevereiro de 2013, trouxe tabela que mostra o percentual de reajustes concedidos aos servidores do GDF nos últimos anos. A Carreira de Atividades do Meio Ambiente foi uma das menos favorecidas, coincidentemente junto com outras carreiras que prestam serviços ligados ao meio ambiente, como os servidores da ADASA e SLU. Este quadro demonstra o descaso do governo para com as questões ligadas ao meio ambiente no Distrito Federal. A média de pedidos de exoneração, entre os servidores da carreira do IBRAM, está em mais de 50%. Não há estímulos nem financeiros, nem administrativos (haja visto a pulicação do Decreto 34.123/2013) para que servidores qualificados permaneçam no quadro, prestando serviço de alta relevância para a sociedade, muito embora pouco reconhecido. O Governo tem o dever de tratar as carreiras com isonomia, e não privilegiar umas com reajustes de mais de 200%, enquanto outras não tiveram qualquer reajuste nos últimos anos. Espera-se que em 2013 o governo esteja aberto para receber os sindicatos dos servidores para diálogo, negociações e acordos!

No sexto andar do Palácio do Buriti, sede da Secretaria de Administração do governo, uma planilha colorida guarda números que, sujeitos a alterações por vezes decimais, geram boletos milionários e interferem na rotina dos servidores públicos do Distrito Federal. Interativo, o documento que reúne os pedidos de reajuste do funcionalismo local está ilustrado com sinais de trânsito e dividido em colunas. Da esquerda para a direita, aparecem as categorias profissionais do DF. Em seguida, os percentuais de reajuste concedidos nos últimos cinco anos, além dos índices relativos às reinvidicações mais recentes, ainda em negociação. No canto, mais à direita, o valor dos salários de boa parte dos 120 mil funcionários do Executivo local. Há também um campo vazio. Ali, os gestores simulam o que ocorre com a folha de pagamento cada vez que o governador resolve atender os pedidos dos trabalhadores.

Os sinais de trânsito da planilha de reajustes transformam em linguagem universal um assunto reservado aos técnicos. A cada projeção de melhoria nos contracheques, uma cor indica o impacto nas contas públicas. O óbvio. Se aparece a verde, é porque há orçamento compatível com o ajuste. A amarela indica cautela, pois o aumento compromete a reserva de segurança e a vermelha é proibitiva. A pedido do Correio, a Secretaria de Administração fez um exercício hipotético. Se resolvesse, hoje, conceder integralmente os 87 pedidos de aumento às categorias que figuram na planilha, o documento oficial ficaria pintado de vermelho de cima a baixo. A fatura do que ficaria em aberto é de R$ 312 milhões.De acordo com o programa de informática criado para facilitar a visualização do impacto que mudanças geram no orçamento, a diferença entre o que querem os trabalhadores e o caixa oficial ultrapassa as três centenas de milhares. Por uma necessidade de gestão, as categorias estão separadas em prioridades pelas letras A, B e C. Os ajustes considerados mais urgentes estão marcados com as letras A. Para citar um exemplo, servidores da Adasa estão nessa escala. Mesmo que o governo resolva satisfazer somente os incluídos no primeiro grupo, teria de ter uma sobra de R$ 232 milhões.

Perspectivas

Embora a conta para satisfazer as necessidades de todos os servidores que lutam por melhorias ainda não feche, as perspectivas para 2013 não são ruins. É possível que, neste ano, o governo tenha margem mais folgada e consiga, portanto, avançar nas negociações com algumas categorias. Isso acontecerá se o cenário financeiro que o GDF desenhou se mantiver nos próximos meses. A folga financeira que pode mudar o status da planilha de reinvidicações do vermelho para o verde, em alguns casos, depende da combinação entre economia com as despesas e aumento da receita. A primeira etapa foi encaminhada quando o Executivo baixou o índice de gastos de pessoas sobre a Receita Corrente Líquida.

O último relatório de gestão demonstrou que, nos últimos quatro meses, esse percentual foi de 44,98%, uma diferença de 1,44% em relação ao registrado no segundo quadrimestre de 2011 – ainda sobre os efeitos de duas leis que, entre 2009 e 2010, autorizaram reajustes para 27 categorias com impacto de R$ 1,1 bilhão no orçamento. Em 2010, a folha cresceu 22% sobre o período anterior. Um inchaço que a receita não conseguiu acompanhar e que quase colocou o Distrito Federal na ilegalidade, a poucos décimos de descumprir a Lei de Responsabilidade Fiscal (LRF), cujo limite para despesas com contracheque é de 46,55% sobre toda a riqueza produzida pela unidade da Federação em um ano, ou seja, a Receita Corrente Líquida. A economia de 2012 com o pagamento de pessoas pode ser a folga para 2013 para cobrir uma conta dos gastos gerados a partir das negociações com servidores. Além disso, o governo espera uma receita de R$ 16,194 bilhões, o que, se confirmada, será R$ 1,88 bilhão superior à arrecadação de 2012, com o total de R$ 14,312 bilhões. “A melhoria da receita nos permite trabalhar com metas mais ousadas. Mas todas as negociações serão feitas com muita parcimônia, pois precisamos manter sempre o orçamento equilibrado a fim de investir em serviços que a população espera”, disse o secretário de Planejamento, Luiz Paulo Barreto.

Elaborada pelo Executivo e aprovada pela Câmara Legislativa, a Lei de Diretrizes Orçamentárias (LDO) para 2013 reserva R$ 180 milhões para custear o aumento de despesa com a folha de pessoal. O valor fica, pelo menos, R$ 132 milhões aquém do necessário para o governo atender toda a lista de reinvidicações feitas em 2012, muitas delas ainda pendentes, sem levar em conta as novas demandas que certamente surgirão nos próximos meses. “O esforço para cortar gastos e a perspectiva de mais receita nos permite pensar em melhorar serviços essenciais, por exemplo, com a abertura de concursos em áreas primordiais e a negociação com algumas carreiras. Mas é fundamental que os
cidadãos, sejam eles servidores ou não, entendam que a despesa com pessoal não pode aumentar mais do que a receita, isso quebra o Estado. Vamos crescer dentro dos limites da responsabilidade”, avisa Wilmar Lacerda, para quem a planilha dos reajustes segue em amarelo, de atenção."
